William Haley is a lieutenant with the Los Angeles Police Department's Officer Involved Shooting unit.

On 27 May 1992, he was part of a team that interviewed LAPD detective Harry Bosch, who was in recovery in Martin Luther King Hospital after being shot during an altercation that resulted in the deaths of Art Franklin, Gene Delgado, and FBI agent John Rourke. Others involved in the interview were Deputy Chief Irvin Irving, IAD Detective Clifford Galvin, Jr., and FBI Agents Folsom and Stone.
