The Blood and Organ Procurement and Request Agency (or BOPRA) is a national database of transplantable organs made available from donors to recipients. In the late-1990s, Glenn Leopold served as the Agency's organ coordinator.

On 9 February 1998, BOPRA arranged the transplant of Gloria Torres's organs, including the transplant of her heart to former FBI profiler Terry McCaleb. As McCaleb investigated the murder of Torres, he surreptitiously gained access to the BOPRA database in an attempt to find who might have benefited from the murder of Torres. In doing so, he reveals that security for the BOPRA system is somewhat weak. Later, he discovers that Daniel Crimmins had previously hacked BOPRA's system in order to get a list of potential victims.
