Capt. Bob Dodds was commander of the Robbery-Homicide Division as of 2009. He had a reputation as a good cop who had come up through the ranks. But as Captain he was more concerned with personnel and budgets than with crime fighting. During the investigation of the John Li murder, Harry Bosch met Dodds to request approval for a wiretap. Dodds denied the request because wiretaps are very labor intensive, and the case did not appear to merit the expense. Dodds also mentioned that he would be retiring in 19 months.
