Anthony Valdez is the Chief of Police for the City of San Fernando, CA and a native of the town. He is a veteran of the LAPD. He retired after 20 years and was then hired for the top job in San Fernando. In 2010 and 2011 the department was forced to slash ten positions due to budgetary constraints. To make up for this loss of manpower, he began recruiting retired cops from around the region to work in unpaid Reserve Officer status.
Valdez had heard of Harry Bosch from his LAPD days. Valdez once had a conflict with Lt. Harvey Pounds, and he admired Bosch's symbolic act of throwing Pounds through a window. Bosch welcomed the offer from Valdez to work as a Reservist, and the two got along well.
