Dennis Walters was a detective with the Los Angeles Police Department West Valley Division's homicide unit, and the partner of Eddie Arrango. Walters was younger than his partner, slim, pale, and somewhat more receptive to outsiders.

In February of 1998, Walters and Arrango investigated the murders of Gloria Torres and Chan Ho Kang, but were getting nowhere and had moved on to other cases. When Terry McCaleb came in to talk to them about the case, it turned into a "Hard Tango", especially because McCaleb was no longer with the bureau. Walters was initially cooperative but became more negative after observing Arrango's attitude.

When the FBI became officially involved in the investigation, Walters became part of a joint task force when the Torres/Kang killing was linked to the murders of James Cordell and Donald Kenyon.
