Dalton Walsh is a drug distributor and former CIA asset . He runs a criminal organization that obtains large quantities of oxycontin by using drug addicts as pill shills - they pose as a range of false identities to fill prescriptions at pharmacies and then hand over the medication for a small daily maintenance dose. Walsh keeps the organisation secret by housing the addicts in a camp in the desert. He keeps the pharmacists in line with the threat of violence, using his enforcers to murder anyone who steps out of line.
His organization is responsible for the murders of Jose Esquivel Sr., Charles Fagan and Brandon Cleek.
