Luisa Perez is a sergeant in the Los Angeles Police Department. She is a watch commander in Hollywood Division. She works alternate shifts to Sergeant John Mankiewicz.
She is on duty when Raynard Waits is arrested with a dead body in his van. After a confrontation between Detective Harry Bosch and Captain Harvey Pounds, Bosch asks Perez if she also thinks he is losing it and she says they all are a little bit.
