Reverend Isaiah Ott is the lead pastor at the Greater Page Temple Church of God In Christ in South Los Angeles. He is a politically influential figure in the African American community. Ambitious police commander Irvin Irving introduces him to mayoral candidate Rick O'Shea with a view to obtaining his endorsement. Irving is disappointed when Ott uses the opportunity to leverage a promise for involvement in civilian oversight of the LAPD from O'Shea.
