Leon Fitzgerald was a Deputy Chief with the Los Angeles Police Department, and the commanding officer of the Organized Crime Intelligence Division (OCID). He was a large and imposing man, 6' 6" tall, and in his 60' as of 1996. One of the officers under his management was Dominic Carbone. Fitzgerald was involved in an ongoing power struggle with the Chief of Police. In addition to investigating organized crime, it was rumored that Fitzgerald also maintained files on others in the LAPD, politicians, and other prominent citizens. He reportedly used this information to protect and enhance his status within the department, to threaten people, and to extract favors.
