Morgan is an officer in the Los Angeles Police Department. He is assigned to patrol in the Hollywood Division. He is partnered with Officer Talia Shepherd. Morgan and Shepherd are first on the scene at the Farmacia Esquevel shooting.
Morgan also responds to the airport when Bosch calls in after surfacing from his undercover infiltration of the Dalton Walsh drug organization. He is first on board to clear the plane after it lands.
