Preston Tuggins is a reverend in the African Methodist Episcopal Church in Los Angeles, and the head of the South Central Churches Association.

In April of 1999, after notifying Millie Elias of the death of her husband, Harry Bosch asked her if they had a family minister that she would the like department to contact. She asked him to contact Rev. Tuggins. Irvin Irving made the call to Rev. Tuggins due to the political sensitivity of the case.

Later, Tuggins organized protests over the murder of civil rights attorney Howard Elias.
