Thomas Rickard is a detective with the Los Angeles Police Department Hollywood Division's Boulevard Anti-Narcotics Group.
On 26 December 1992, he and his fellow BANG detectives delivered a file to detective Harry Bosch. On the 27th, he and Bosch arrested Kerwin Tyge for possession and distribution of PCP.
