Victor Rhodes is an officer in the Los Angeles Police Department. He is assigned to patrol in the Hollywood Division.
Following the arrest of Raynard Waits with a dead body in his van, Rhodes and the rest of the patrol shift congratulate George Irving on the traffic stop. Rhodes correctly assesses that Waits was raping his victims from the initial evidence.
He watches court footage from the trial of Veronica Allen and jokes with Officer Miles Thomas that Allen is attractive. He is the first officer on the scene when the body of Edward Gunn is discovered and assists Detectives Rondell Pierce and Santiago Robertson with the initial inspection of the scene.
He assists Detective Pierce with the investigation of the Farmacia Esquevel shooting.
